Regions in Power's Edge may be improved in one of three ways.  All three cost you some units.  Success is random up to a point: the more you use, the better your chances. But using too many is a waste. 

Production may be improved.  

You may add 'internal' links, which will allow you to connect the region to another of your regions.

You may add 'external' links, which will allow you to explore and discover new territory (which might belong to someone else).

If your region already has (production, links) then it will cost you more units.

Production Improvement Reports (minimums)

A Region with Production Zero (0) has been improved to Production 1 with 5 units.

From 1 to 2, with 12 units. From 2 to 3, with 18.

COMMENTS


The first one you ever improve will be destroyed in a disaster two turns before you recover the units used in its improvement. GUARANTEED.
