PE-W2-Announce [Moderator]: Universe moving to main server

Announcement from the Moderator to All Leaders:

The World War II universe has attracted some passionate fans, so it's
unfortunate that it's on the (unstable) Development Zone server, where
things don't always work and there are often delays (as now) when I am
trying to get new code written and debugged without totally wrecking
my personal life.

I think the universe is running just fine now and can safely be moved
over to the main server, where it should run much better (after the
transition anyway).

So, I am going to undo the last update (where I noticed that some
nations didn't get moves in), and move the data over, and then run a
"blank" update (no inputs allowed, but regions will produce for one
turn) to get correct newspapers sent out to you all.  Once the
migration-update is complete I'll leave the universe in a mode where
it will accept inputs again, but it won't update tonight.  The next
update will then be next Wednesday.

Announcement from the Moderator to All Leaders:

I think we're almost there.  I got excited and ran a test update
without first backing the game up a move as promised.  Disregard the
first of the two updates.  The one that is about to happen should be
good.  (If it IS good, no more announcements. :) )
