As posted following the Turn 95 update:

It is time!!!  Please read the rest of this posting carefully.

The New Era of Rival Alliances will begin one week from now, 
on Wednesday, July 16.

The Rules for Rival Alliances are as follows:

(1) All regions will disappear and nations will start over as usual.
(2) Leaders may either keep or change their current names.
(3) Membership in a publicly-declared alliance is permanent: nations
may not leave an alliance unless the alliance has only one member.
(4) Alliances may add new members provided the enlarged alliance does
not contain more than 1/6 of the nations in the world.
(5) To end the world, a single alliance must meet the standard
victory
conditions.  The game may still be restarted by a New Era vote.
(6) All Leaders will be limited to two (2) global announcements per
turn.  (This will not impede most Leaders, and will help prevent
public flame wars.)
(7) The remainder of the Web of Intrigue rules will still apply.
(Unlimited messages, email communication okay, etc.)

IMPORTANT:  If you wish to KEEP your current name in the New Era of
Rival Alliances, please let me know as soon as possible.  You will NOT
need to sign up.  On the other hand, if you wish to create a NEW
Leader for your new nation, you WILL need to sign up at
http://www.heeter.net/pe/ as usual.  The new game is already in the
online database so you should be able to sign up immediately!  I will
send out a broadcast announcement to all of Power's Edge within the
next day or two.

Sorry about the bug that was preventing some folks from signing up for
the New Era of Rival Alliances -- it's fixed now!
