PE-WI-Diplo [WI-Independents]: Announcements & Messengers OK

Hi all - 

The Announcement and Messenger functions of the online interface
appear to be working again.  I have not finished testing the input submission for the other forms yet, but if you'd like to help me debug, please give it a shot and I'll keep track of the damage.  If you want to be extra helpful, and are willing to risk possibly losing a move due to a bug, please try garbling the forms as you submit them and tell me how the system responds.

Hopefully all of this will be done by the end of the day today
and we can proceed with the Wednesday update as delayed from Saturday.
More announcements on that subject later.
