Announcement from the Moderator to All Leaders:

The special rules for this universe (see
http://www.websofpower.com/archives/UW/rules.htm ) originally called
for the following:

This universe is played using the standard rules in the Leaders'
Guide, EXCEPT:

* There will be two alliances at all times
* Nations reaching 7 regions in size will be assigned by the moderator
to an alliance.
* If one alliance achieves dominance (Leader's Guide victory
conditions), the alliances may be rebalanced (some players switch
sides) by general consent!
* These rules are subject to revision.

We are a bit overdue in starting the alliances, but with 4 players it
is possible to create 2 good alliances, and the balance does not look
too bad.  So, I'd like to try this out.  

I'd like this to be fun for everyone.  Please send me a ranked list
(preferred, 2nd, last choice) of alliance partners by the Saturday
update!  Attention will be paid to balance of strengths as well. 
Alliances will be announced either Saturday night or Sunday.
