From your unplanned spy inside the Imperial Palace - 

It is horrible!  You must save us!  This "silent king" is destroying everything the Chinese civilization created for thousands of years!  Everyone who opposes him openly here is being thrown in jail, tortured, or killed - and not necessarily in that order!  Somehow he collected all the powerful relics collected by our armies under Zheng He, but instead of peace he uses them together for war!  Our armies are on the march everywhere even though our own nation is a shambles.  It's as though he cares nothing for anything, whether it works or now, except that he dominates it, owns it, controls it and so on.  

I have contemplated assassination but he is always surrounded by guards and always wears armor, even while sleeping.  Somehow he has learned how to use the Grail for mind control, or maybe it's just his persuasive silence.  I thought about poisoning the food but he never takes anything except with a tester.  

Is there anything you can do to fight back?  I know your wars have been long and fierce, but he already controls half the known worlds and you will have no chance of stopping him unless you work together!

I challenge the two of you to a one-vs-two (or two-vs-one) battle to the end!

I will be happy to hand over some territory and/or units if you don't think the current balance of power is fair.  I thought it was about right - I have extra units and production but you have twice as many moves as I do.  I tried to invite you into some of my regions but no one seems to have taken me up on the offer...
