As you know, China has become a democracy. The voice of the people must be obeyed.  The Bearded Ones have long been our allies and are fondly portrayed in our literature, theater and so on. Given the lack of body hair in China, the Bearded Ones are also quite popular at social functions among our upper classes. Although our high military strategists appreciate that there must in the end be a final war in order to achieve World Peace With Chinese Characteristics, not everyone appreciates this at present.  Therefore, before we can go about declaring war against an ally, various internal propaganda tools must be employed in order to reshape public opinion, first to become suspicious of everyone, and then to support a new war effort.  Certain clandestine military operations must also take place, to be used to whip up public opinion against our "hostile" neighbors (though they might not have been hostile if we hadn't quietly and secretly provoked them, eh?).  Anyway, although your own leadership system is quite different from ours, I have great respect for your wisdom and I am sure you can see that some things must be the way they are.  

Now, one thing I must suggest.  Have you made the Hajj yet?  It is not widely known, but I am in fact a fellow father of Mohammed, though my people here are generally not... yet.   I recommend you go while you still have a chance.  I am sharing the directions with you on your world map this turn.
