I make claim to the cities of Independent-39 and Independent-40, discovered this turn and determined to be of Mayan decent.

I make suggestion of ownership rights.  First discovery grants 5 newspapers to claim ownership through coercive methods.  Newspapers can be used to verify first right claims in the case of a sneak attack.
