WP-TV-Announce [Moderator]: Red Claw starts New Era clock

Announcement from the Moderator to All Leaders:

Red Claw now controls more than 1/2 of the connected regions (30 of
56) interconnected regions, and Red Claw also controls more than 3/2
of the regions held by the next largest player (30 vs 19).

The Universe will enter a New Era in 5 turns, and Red Claw will be
declared the winner, unless either of these two conditions is broken!

Recall that this Universe will enter a New Era under the Individual
Hegemony rules...

Individual Hegemony: If this option is used, a New Era will be
launched whenever the following 2 conditions are met:

First, there must be a public announcement that a single Leader
controls at least 1/2 of all the Regions controlled by the Major
nations in the Universe, and at least 3/2 as many Regions as the
next-largest Leader.

Second, the above conditions must be sustained for 5 consecutive full
turns following the Announcement. (That is, there must be proof of the
Leader's dominance in 6 consecutive Newspapers.)
