WP-TV-Announce [Moderator]: Attacking while scouting

Announcement from the Moderator to All Leaders:

I'm glad to see everyone having a great time exploring (well, except
for Anachronism, who seems to be sitting tight with his "safe 7"
regions), and look forward to a great game ahead!

But we have a small issue with some players attacking while exploring.
Early on this is a good strategy, but once you get a bunch of regions,
you're more likely than not to discover another player.  And under the
special rules for this universe (see
http://www.websofpower.com/archives/TV/rules.htm), you're not allowed
to attack another player unless 20 turns have elapsed since they made
first contact with other players.

Since this is a new rule and some of us appear to be confused, I think
the resolution should be:
(1) Queen Elizabeth to return Linheraptor to Red Claw, plus
reimbursement for lost units (in the battle) and lost production
(since the battle).
(2) Temujin to return Mystara-72 to Karameikos, plus reimbursement for
lost units (in the battle) and lost production (since the battle).

I also urge anyone with more than 8 units not to attack while
scouting.  Further rules violations will be met with penalties.

Announcement from the Moderator to All Leaders:

Two more items:

(1) It has been pointed out that the fighting between Karameikos and
Temujin this last turn resulted from both of them attempting to seize
an independent at (nearly) the same time.  This is permitted (though
not necessarily always a wise choice), since the "attacks" were made
into what was (at the time) an Independent region.  The penalty
against Temujin is withdrawn.  

However, Queen Elizabeth still appears to owe some reparations...


(2) If you need to contact the Moderator, the address from which this
is sent will reach me.  Or use the address on the Webs of Power home
page.  Or, in fact, any email address with the websofpower.com domain
after the @...
