Announcement from the Moderator to All Leaders:

After rereading the New Era rules, we regret to announce that our
previous announcement about the 5-turn clock starting was in error!

The rules are "First, there must be a public announcement that a
single Leader controls at least 1/2 of all the Regions controlled by
the Major nations in the Universe, and at least 3/2 as many Regions as
the next-largest Leader. "

The second of the two conditions has not been satisfied yet, so the
5-turn clock should not have been started.
