PE-SC-Announce [Moderator]: New Era / B.G. - update

Announcement from the Moderator to All Leaders:

Beorge Gush no longer satisfies the old New Era condition (control of
1/2 of the regions owned by major / interconnected nations). 
Therefore, the 5 turn clock is now off.

However, as previously announced (October 20), the relevant New Era
rule 
is being changed:

> (1) A Leader only needs to own 1/3 of the regions owned by major
> (interconnected) nations in order to satisfy the "Individual
Hegemony"
> condition for a New Era (provided the other conditions are
satisfied).
> The previous rule used a threshold of 1/2. 

This will start the clock ticking again.  However, because this change
is 
being made at a time when it directly affects this Universe, we will
have
a transition period.  In this case, the New Era clock will run for
twice as long:  10 turns.  So if, in 10 turns, Beorge Gush still
controls 
over 1/3 of the regions belonging to the interconnected nations, THEN
we'll do the New Era changes that were previously announced.  And if
he
is knocked below the 1/3 threshold, then the new rules will take over
from that point onwards.
