PE-SC-Announce [Moderator]: 5 turn notice: Beorge Gush win

Announcement from the Moderator to All Leaders:

Beorge Gush's domination of this universe now satisfies the conditions
to start the clock towards a New Era!

A New Era will start in 5 turns unless, between now and the Turn 165
newspaper, Beorge Gush no longer controls more than 50 percent of the
regions belonging to Major nations.
(Currently he has 36 of 68, with a 3-to-1 lead in regions and a nearly
4-to-1 lead in production over the nearest competitor.)

If in fact Beorge achieves Hegemony and we go to a New Era, the
moderator proposes to start the New Era by simply resigning Beorge
Gush.  The remaining nations may rebuild from where they are, if they
wish, or restart if they prefer, but the universe will continue!
