PE-SB-Announce [Moderator]: Reminder: Victory Conditions

Announcement from the Moderator to All Leaders in Silent Bloodshed:

One of the players asked me a question about this Universe, and it
seemed like it might be appropriate to send out this reminder about
the Victory Conditions for this no-diplomacy universe.  

From the Leader's Guide:

(A) Individual Hegemony: If this option is used, a New Era will be
launched whenever the following 2 conditions are met:

First, there must be a public announcement that a single Leader 
controls at least 1/2 of all the Regions in the entire Universe, and
at least 3/2 as many Regions as the next-largest Leader.  (If
Announcements are not possible in your Universe, the Moderator will
make this Announcement for you.)

Second, the above conditions must be sustained for 5 consecutive full
turns following the Announcement. (That is, there must be proof of the
Leader's dominance  in 6 consecutive Newspapers.)

(B) Alliance Victory - this option is not allowed (no diplomacy, no
alliances) in this universe.

(C) Majority Vote: If this option is used, a New Era will be launched
whenever the following 3 conditions are met:

First, a majority (more than 1/2) of the Leaders (not Regions) in the
Universe must vote for the New Era. No dominant Leader or Alliance may
have its 5-turn clock running. The mechanism for voting is for each
Leader to add a capital "NE" (for "New Era") to the name of their
Nation, using the "Rename" Action in the Newspaper.

Second, the majority vote must be sustained for three complete turns
(4 Newspapers).
