It appears Benefical has been renaming regions using Schwarzenegger's naming scheme, to indicate that they should be "taken over", and that Beneficial is also giving away many units. Giving away units is perfectly legal (several players have transferred units so far, it seems). However, renaming regions in such a way as to convey a message to another player is not allowed. Beneficial is required to stop the practice of renaming regions in the style of another player. Any further actions of this sort will be penalized -- Beneficial and Schwarzenegger, if you've already submitted moves and need to re-do, just let me know.
