Are the rules, announced by almighty Bob on December, 5 effective now?

If yes, then one of the rule was impudently broken by HAL10000, which
have transfered a lot of his units to a member of another alliance,
xXx. 

(Change 5): Alliance members may transfer units to other Alliance
members, but not to non-members. Units which are thus
transferred are subject to confiscation by the Moderator plus a
penalty of 10 percent of both nations' remaining units.

First off, the 32 units I got cannot be construed as a large number of
units.  Secondly, that transfer was payment for the region called
Dover which I have sold to the KotH alliance in return for some units.
I don't believe anywhere in the rules it says that we can't still sell
each other regions.  What would be the point of selling regions to
people within your own alliance anyway?

If this goes against what The Bob wants us to do in this game I can
transfer those units back but I feel the sale of a region is different
than just a transfer of troops from one alliance to another.

But for God's sake, how could you arrange that bargain, if you even
prohibited to communicate beside the public announcement? 
Is it another rule violation?

Alliance members, but not with non-members.  All
communication with non-members must be conducted using the in-game
public announcement system.

The sale of this region was set up before the new alliance rules went
into effect on turn 40.

Asterix, you gave away almost all of your regions to Mr. Big and it
appeared you would just resign and maybe restart but for some reason
you have decided to hang on here.  You're hovering just below the 10
regions required to be in an alliance and basically just making a
nuisance of yourself.  I suggest you go ahead and do the
resign/restart thing and maybe try to build yourself a respectable
nation.  Oh, and stop being the village rat ... that would be nice
too.

I believe the moderator's "2nd Rules Proposal" set of rules on
12/9/2003 replaced the "Proposed New Alliance Rules" more drastic
rules of 12/5/2003.

I believe that alliances are free to intermingle.

It seems that Asterix is just trying to be a pain.
The rules he quotes are from the first set of proposed rules
are they not?

Asterix, do you really have nothing better to do in your
life than make life miserable for someone else?  Why not
look around for something more positive to take on.
How about a PE class instead of PE?

Tzu
