Announcement from the Moderator to All Leaders:

Reminder:  The Turn 38 news is about to come out.  Nations which had
10 or more regions last turn (Turn 36) must declare a permanent
alliance membership or Non-Aligned status on or before the Turn 40
newspaper, which is only 2 turns (1 week!) from now.
