As mentioned before, whichever nation finds a region first has claim
to that region.  This can often be verified by the international news
for a turn.  I might suggest to the moderator that the region
name/number be included in the statement that shows when explorers
from a nation discover a new region.  This would make it easy for
leaders to determine who discovered a region first and could prevent
unnecessary conflict.

No offense to Balthazar intended, but my secretaries are busy enough
bringing me news and reports without having to deal with the
declaration of claimed lands each turn.  If the policy above is
follwed then these messages are not necessary.
