PE-QS-Announce [Moderator]: Region Crisis modifications

Announcement from the Moderator to All Leaders:

I've updated the Region Crisis feature so that, when the threshold for
region crises is set low enough (i.e. the current fight-to-the-end
arrangement), isolated regions are no longer protected against having
crises.  Isolated regions also are not able to transfer units or
surplus production when they are destroyed, so losing them will hurt
more.  On the other hand, they're still protected from enemy attacks.
