Announcement from the Moderator to All Leaders:

The Time of Chaos has begun!  The gods have been reined in so that the
Chaos will not happen all at once.  The Chaos will last through the
Turn 115 update.  After the Chaos has ended, each nation (on average)
will have about 25 regions.
