Announcement from the Moderator to All Leaders:

As this Universe starts heading towards its 100th turn and 1st
birthday, and relatively few nations survive, it seems timely to
remind everyone of the victory rules for this Universe (from an
Announcement sent out on April 24, 2003):

"The Quest for Supremacy Game will be a closed game:
signups will be allowed for up to 30 players through May 3,
but after that, it's a last-Leader-standing battle for survival, 
with no restarts and no new Leaders joining."
