PE-QS-Diplo [The First]: Declaration of War

To the Nations of the World,

As you all know, long ago I spoke out against Jon Snow and his
unprovoked aggression only to have accusations of being a demon and
conspiring with demons heaped upon me.  Unfortunately I have never
bordered Snow so I could not directly answer his threats using my
armed forces.  That inconvenience was remedied when an independent
region was discovered between our two nations several turns ago.

I am not a demon but I am familiar with them and their behavior.  The
only thing a demon respects is power: if you are weaker, they will
kill you at first chance; if you are stronger, they will offer help
and false promises in order to buy time for a later betrayal.  It
would seem that Snow has learned the tricks of demons very well from
his many valiant battles against them.  As soon as a border between us
was discovered, Snow sent me a message apologizing for the harsh words
and suggesting that perhaps he was a bit hasty in labeling me as an
evil demon.  Surely, the fact that I have twice the number of armies
as he does had no effect on his sudden change of heart.

After careful consideration, I see no possible way that I can accept
Snow's offer of reconciliation regardless of its sincerity.  I now
have a border with a confirmed enemy who I know will someday attack
me.  Even if I accept peace now, I will have to maintain a rather
large defense force on this border which would severely handicap any
other operations I might choose to pursue.  I am presented with the
option of striking at a weakened enemy now or allowing him to rebuild
his strength to challenge me later.  To pass up such an option would
be a grave mistake and one that my armies would pay dearly for in the
future.

Considering the war of words Snow and I have had in the past, I think
it is obvious that a state of war already exists between us.  This is
merely an official notice of the opening of actual hostilities which
can and will begin immediately.  If any nation wishes to discuss this
decision, feel free to contact me.

Message to all please be aware that Hari Seldon attacked my nation
last turn with a 120 units, it was an announced attack and for no
apparent reason, I ask other to join in and put him in his place.
