Bulletin from FDR, President of the Arsenal of Democracy - Turn 32 - 

After a great deal of construction and some recent acquisitions, the
Arsenal of Democracy is now open!  We have two major programs
available to the nations of the world.  

In the Lend-Lease system, we will lend units temporarily to nations in
need who have just cause for our support, in exchange for lease or
ownership of suitable territories / production, at reasonable exchange
rates.  (Reverse deals are included, should you have units to spare
which we could put to productive use.)

We also have available an Expeditionary Force, which will engage in
combat to support another nation, provided there is just cause and the
risk is justified.

As a practical matter, the issue of what constitutes "just cause" is
sometimes thorny for a democratic state such as the AoD.  We have
recently completed an internal debate on the issue of Mr. Snow vs. Mr.
Balthazar.  To make a very long debate very short, we have concluded
that, despite our concern over Balthazar's evil-sounding name, we are
much more concerned about Snow's sneak-attack / war-of-aggression
tactics.  As we see it, evil is as evil does, and although Balthazar
at first sounds foul, his actions have been fair, and he has not hurt
anyone.  By contrast, Mr. Snow sounds fair, but acts foully in
sneak-attacking and attempting to destroy another nation for no other
reason than a dislike of its name.

As a result, we suggest that Mr. Snow, with whom we have no special
agreement, should consider our borders hostile.  We will take no
actions this turn, but all options are open for the following turns.
