PE-QS-Diplo [Scherazade]: Saavedro's lack of leadership

Once upon a time, the nation of Al-Kharaz was led by a weak and
foolish emir. The emir spent his time dallying in his pleasure
gardens, and neglected the affairs of state necessary to be an
effective ruler. Soon the people started to starve, as the roads were
not maintained. The neighboring nations stood by and did nothing,
saying "this is an internal affair, and none of our business." Finally
the nation of Al-Kharaz collapsed into anarchy, at a great cost to the
people of the region. 

Saavadro has apparently fled his lands and left his people to perish
in anarchy. We are unwilling to allow the innocent peoples of his
lands to suffer any longer and our armies have been sent in to relieve
their suffering
