Announcement from the Moderator to All Leaders:

I see that an alliance has formed which meets the conditions required
to start the "5 turn clock" for a New Era.  For details, see the
Leaders' Guide.  If the OG alliance continues to control more than 1/3
of the regions belonging to the major nations (etc) on the Turn 318
newspaper, we will be forced to grant them their victory -- and send
this Universe into a New Era!
