WP-CJ-Announce [Moderator]: R alliance starts 5-turn clock

Announcement from the Moderator to All Leaders:

In the absence of further protests about the membership, it appears
that, now, the R alliance has enough regions to start the 5-turn clock
towards a New Era!

Should the R alliance continue to control at least 1/3 of the regions
controlled by the Major (connected) nations, and should they remain
larger than 3/2 the size of the next-largest alliance or nation, this
world will be due for a New Era.

The dominance conditions must be sustained for 5 full turns.  If the R
alliance continues its dominance through the Turn 92 newspapers, a New
Era will be started after that turn!
