PE-CH-Announcement [Moderator]: Note on Rescaling Settings

Announcement from the Moderator to All Leaders in Code of Honor:

Some Leaders have asked me if the second region rescaling is meant to
take place soon.  (Currently a rescale is set to take place at 460
regions, just 6 more than 
the current 454.)  I think the number of regions will grow slowly, and
wanted to make sure that the game remained dynamic.  I also think
another rescaling is a good thing (not immediately but fairly soon),
so that new nations will be able to enter, survive, and create new
balances of power to keep the game dynamic.  Currently the average
nation has 25 regions, the largest has 56, and a typical new nation
has 10-15.  The small nations are too small relative to the largest. 
A rescaling to bring the average size down to 20-23 regions seems to
be a step forward if we want the game to continue in "Perpetual Play"
mode.
