We are hearing rumors that Mendeleev of The Table has been negotiating
with the renegades of Heeter's Havens. The High Council will not
tolerate such interference and this is a warning that the Time Lords
will strike with full force if we, or the forces of our dear friend
Bargle, are attacked from that quarter.

To support what the great Lords of Gallifrey say, I have only dispute with they tyrant Heeter, who tries to buy off others with petty gifts, yet in secret schemes to enslave all free peoples. I will attack no others (unless by accidental incursion, as happened last month), but yet be it known that I am fully prepared to defend myself, or come to the support of my ally, if any treacherous attack should arrive upon my Barony!
