Please accept my condolences on the loss of your 13 units at Julie.  It is rare for explorers to race so rapidly through our hinterlands, and I'm afraid my perimeter ships weren't able to disable all the minefields in time. (And, it appears some of my ships were destroyed when your ships tripped nearby mines as well...)  Anyway, these events are tragic on both sides, and as I sit here writing the letters of sympathy to my fallen spacefarers, it occurs to me that it might be advisable for you to encourage your explorers to slow down and keep an eye out for the troops of other nations as well.  Because, as your nation grows beyond a certain size (about 8-10 regions), it will start to encounter other nations more and more frequently.  Since your explorers are less likely to be trekking through uncharted systems, they are more likely to encounter others... and if they go into all these encounters with so much speed that it appears to be hostile intent, well, that can trigger great conflicts!

Now, it happens that I have a few dozen ships which would like to get back into the exploring business, and if you'd like to borrow them for 10 or 20 turns, I'd be happy to send them your way as a token of friendship.  Would that be of use to you?

(Now if only I could convince Chancellor Goth-my-name-is-too-big of these virtues as well...  Imagine, the second-largest empire in the world, being so afraid of its own weakness that it has to demand a buffer zone in every direction, from a people who are practically its cousins, we have been allies for so long...  Sigh...)

HeeterBob II, I see that you are at your disingenuous best again.
Peaceful? Ha!! You conspired with Borusa against the Time Lords,
dragging us into the affairs of others. You are the manipulator, not
us. Our buffer is simply so that we can go on in peaceful existence and
let others decide their own fates. 

However, to show those others that we are very reasonable, we agree to
your proposal about our shared borders, but we require 25 units to keep
your bothersome people out. We withhold our demands about Vulcan -- for
now. As for Voga, that world was completely abandoned to us when we
took it over. Any rumors you may have heard otherwise are surely false.
As for being the second largest? The number of worlds is not the whole
story. 

Now, to Bargle. We are delighted to see your progress. We understand
the destruction of some of our scouts as we explored and discovered
your territory. It is regrettable, but they knew the risks involved.
The Time Lords try not to interfere in the affairs of others, so we
will leave you alone, if you leave us alone. I would recommend that you
be careful in accepting help from the ragtag bands from Heeterling
Worlds. As you pose no threat to us we will certainly not require the
same border arrangements. We wish you well.
