My Dear Chancellor Goth, 

I see that you are not a ... man ... to be ignored.  Well, there is still time to give peace a chance.  You do realize that if you insist on reclaiming Vulcan, which your former leader gave to me, then I must for my part insist on reclaiming Voga (formerly Pike IV), which I gave to your nation?  That would be only fair and just.  And, if you would like to have peaceful borders, you understand that I must insist on the same?  Perhaps we could agree to mutually demilitarize both sides of our borders, with each side having no more than 15 units in any border region, and both sides having right to scout each other to verify?  

For my part, I could in fact agree to such a proposal, for my people are peaceful and have many construction projects they would like to complete.  Also, the world is full of young nations, and we would like to nurture them to become allies.
