Ivan, Katy, Borusa, Mykkal, and others - 

Are we just about ready for the huge all-world war?  I have a couple more regions to hand over (including Vann, which Katy can pick up any time), but I think all preparations here could be completed in a few turns.  Should we set a starting date for the "opening ceremonies"?  Perhaps hostile units are allowed to arrive with the Turn 148 news?  Or 150?

Open to suggestions, just trying to keep the wheels moving...
