Power's Edge Announce: Adjustments to New Era Rules

Announcement from the Moderator to All Leaders:

Rules Changes to Become Effective on January 1, 2006:  

(1) A Leader will only need to own 1/3 of the regions owned by major
(interconnected) nations in order to satisfy the "Individual Hegemony"
condition for a New Era (provided the other conditions are satisfied).
The previous rule used a threshold of 1/2.

(2) In either the Individual Hegemony or Dominant Alliance options,
the "public announcement" of a given Leader or Alliance's dominance
may come from any player or the moderator, so long as it is factual,
accurate, etc.

(3) A new rule, "Oligarchy", will lead to a New Era whenever a small
group of mutually friendly nations dominates the Leader Boards for a
sufficiently long time.  (Details are not final yet and suggestions
are welcome as to ways of defining this condition in a way that
doesn't require moderator judgment calls.)  Sudden Conflict and Crisis
of Integrity are examples of universes where the rule might be
relevant, given the way things are going.)
