Announcement from the Moderator to All Leaders:

Let this be known throughout all of the Nations of all of the
Universes:

Empress Cordelia, having conquered all opposition to become the sole
surviving power, is hereby declared King of the Hill!  (Or, in this
case, Empress of the Hill.)  Her name shall go down in history and be
recorded (err, sometime) in the Leaders of Legend!
