From Steven Bass, author of the Improvements options: ********************************************************************* Improving your regions: A leader can assign workers to improve a region; increase the region's production, add a new external link, or add a new internal link. As with most things in life, success in these endeavors is not assured. A group of workers may try their best and yet fail at the task. Succeed or fail, the workers assigned tho the task disappear from your nation. The ease of improving a region depends greatly on the existing conditions. It takes few workers to increase the production of a barren region, and the payback period is well within the life-span of a typical game universe. Improving a high production region is much much more difficult. The payback period for improving a very high production region could well extend past the end of the universe. The same is true for creating new links. It is relatively easy to add a link to a region which has few external and internal connections. It gets much harder when the region is already well connected. External links are easier to create than internal links. Improvements are never cheap. Rarely will a leader successfully improve a region with only a few workers. In the best circumstances, a dozen workers would be the smallest number with a reasonable chance of success.
