Power's Edge Announce: All Universes working again!

Announcement from the Moderator to All Leaders:

All universes appear to be back in business at last!  The Code of
Honor (CH) and Silent Bloodshed (SB) updates were redone (again) using
a repaired rescaling algorithm that (finally) works as advertised in
the Leader's Guide.  There will be no further rescalings; enough
Leaders are unhappy about how it works that we will be eliminating
that whole feature for a while and throwing it back to the Development
Zone for further evolution (comments and suggestions welcome).  Rival
Alliances (RA) and Quest for Supremacy (QS) appear to be working fine,
and the email-diplomacy system also seems to be alive and well.
