The region that I had to explore had no further links.  If Programmer has no further outside connections (or agrees not to pursue the ones he has), then I'd say we're ready from that angle.

Regions, units, and especially production are all reasonably well aligned...

Is there anything preventing the outbreak of the grand finale?

OK, so, I'm assuming that since Programmer put in his turn already, hostilities will not begin this turn (108), but next turn (109). Is that correct?
